Russian Foreign Ministry: ABM Systems in Europe Weakening Russia’s Nuclear Deterrent Potential

Russian Foreign Ministry spokesman Mikhail Kamynin said that the plans to deploy ABM systems in Czechia and Poland are regarded in Moscow as an action of force aimed to weaken the Russian nuclear deterrent potential.

"With the appearance of such an ABM radar (in Czechia) - linked with intercepting missiles in Poland, it would no longer be a harmless monitoring operation, but an action of force aimed to weaken the Russian nuclear deterrent potential. We shall then have no other option than to take reciprocal actions which would compensate for the third ABM deployment position factor in our strategic balance with the USA,” Kamynin said in the RF Foreign Ministry statement.

The statement indicates that on December 17 Czech Foreign Minister Karel Schvarzenberg in his interview to “Hospodarske Noviny" said that he would not object if US ABM radars monitor the Russian territory as well. The Czech diplomat actually revealed the real purpose of the third deployment site for US ABM radars in Europe: they allege that the threat is coming from Russia and want the US radar in the Czech Republic to be targeted at Russia. The Czech Minister wanders why the American party is “so secretive”.

"The Qabala radar was proposed by us to our European partners to monitor missile threats. Such “passive” radars are national monitoring facilities that are internationally recognized and used to maintain strategic stability and security,” the Russian spokesman said.

"The radar is Czechia is a radar to be used as alleged by the American partners not for monitoring but for aiming the BGIs. Thus it is a component of a weapon strike system.” Kamynin said. “What is surprising, however, is the absence of any official comment from the US administration. Frankly, this silence hardly ties up with the assurances given by US Secretary of State Condoleezza Rice and Secretary of Defense Robert Gates in Moscow about not targeting the third deployment site against Russia."

According to Opinion Research Corporation, 51% of the Czech population protest against deployment of the US ABM radar in their territory. Although the Czech parliament opposition demands to conduct a referendum on this issue, the Czech Government is not going to perform such nation-wide vote, VESTI reported.
