The initiator of its creation was a group of public and political leaders, who said that the new organization will be the successor of the National Council of the association, formed on December 1, 1991.

Signatures to the constituent declaration with the requirement to attach Moldova to Romania were put by former Prime Minister Mircea Druk, ex-Speaker Alexandru Mosanu, a member of the Transnistrian conflict Ilie Ilascu, ex-deputy, a member of the Board of 1991, Vladimir Beshlyage, the leader of the National Liberal Party Vitalia Pavlichenko and other.

"The Unification Council will promote the idea of Romanian national unity and will apply efforts to persuade the rulers in Kishinev and Bucharest, as well as politicians in the West, that the Romanian association also covers the strategic interests of the Euro-Atlantic world," reads the declaration of the organization.

According to Moldnews, the council stressed the intention to fulfill the provisions of the Declaration of Independence of the Republic of Moldova, where the state independence was declared temporary, only for the period of preparation of unification with the neighboring country.
