“We appeal to the President of Ukraine Viktor Yanukovych, to the Council of National Security and Defense Council of Ukraine, to the People's Deputies of Ukraine with an appeal to stop the lawlessness, anarchy and violence that swept the country, and to impose the state of emergency in Ukraine. We suggest to stop funding from the state budget those regions declared themselves outside the law where power was pulled down, to restore constitutional order in them,” the appeal says, adopted today at an extraordinary meeting of the Presidium of the Verkhovna Rada of the Autonomous Republic of Crimea.
The document notes that the violence is spreading from the Kiev Maidan to the regions of Ukraine and the unpunished capture of the Kiev city administration convinced the protesters of permissiveness. As a result, in seven regions of Ukraine extremists are storming the organs of government and erecting barricades. Buildings of Lviv, Rivne, Ternopil state administrations have been already captured. Violent protesters announced that they are “taking power into their own hands”, being subordinate to the decisions of the self-proclaimed ‘People's Rada’ and began to form illegitimate authorities.
“The foundations of the constitutional system and the system of governance are under the threat,” the statement says according to the Crimean News Agency.
